It is a set of engineering surfaces that let teams choose how much orchestration they want Microsoft to manage and how much they want to own. Microsoft Foundry Agent Service can run prompt agents, voice-based prompt agents, and hosted agents, while the Responses API gives application teams a lower-level path for agent logic that lives in their own code. Copilot Studio addresses a different part of the spectrum, especially when makers and business teams need managed orchestration, connectors, and deployment into Microsoft 365 experiences.

The useful architecture question is therefore not “Which Microsoft agent product is best?” It is “Where should state, tools, identity, policy, and execution live for this workload?” That decision determines whether a solution behaves like a small conversational feature, a production service, or a distributed system of cooperating agents. The existing Microsoft agent stack becomes easier to reason about when each runtime is evaluated by the responsibilities it owns rather than by the marketing labels around it.

This hub organizes those responsibilities. It connects protocol design, conversation state, session isolation, gateway controls, document understanding, retrieval, observability, safety, and business value into one operational picture. The individual supporting articles go deeper into the engineering choices that make those parts reliable.

Choose the agent boundary before choosing the model

Foundry Agent Service supports several execution models because agent workloads have different operational shapes. Prompt agents are a managed path: instructions, model selection, and tools are configured while Foundry owns the runtime. Hosted agents are code-based applications packaged for the service, giving engineering teams control over custom orchestration while Microsoft manages endpoint identity, scaling, session state around the container, and observability. An application can also call the Responses API directly, keeping the agent definition in source code rather than as a persisted Foundry resource.

That distinction is more important than a small difference in model quality. A prompt agent reduces infrastructure and runtime code, but it also means the platform owns more of the execution lifecycle. A hosted agent gives the team a normal software boundary around the orchestration code, which is valuable for custom protocols, nonstandard workflows, or systems that need explicit control of runtime behavior. Direct Responses API calls are useful when the “agent” is really an application feature and the team wants its versioning and deployment to move with the rest of the codebase.

The architecture should also acknowledge existing alternatives. Copilot Studio and Microsoft Foundry solve overlapping but not identical problems. Copilot Studio can be the better boundary when the dominant requirements are business process integration, managed connectors, and low-code administration. Foundry becomes more natural when software teams need model and tool control, custom code, specialized hosting, or direct access to the broader AI engineering stack.

Protocols determine how agents discover, call, and remember each other

Modern agent systems need more than a model endpoint. Foundry supports protocol surfaces for ordinary invocation, multi-turn responses, Microsoft 365 publishing, and agent-to-agent communication. A2A protocols for enterprise agents matter when one agent needs to discover another agent’s capabilities and invoke it through a standard contract rather than through a proprietary function wrapper. Microsoft’s current Foundry support includes generally available A2A 1.0 alongside the earlier preview 0.3 path, which means protocol versioning is now an operational concern rather than a theoretical one.

A2A should not be confused with every other integration mechanism. MCP is primarily a tool and context interoperability surface. A2A exposes another agent as an agent endpoint with its own task and context semantics. Ordinary functions and OpenAPI tools are often simpler when the remote system is deterministic and does not need agent-level discovery or task state. Choosing the narrowest protocol that fits the relationship reduces ambiguity and makes authentication easier to audit.

That is why the hub treats protocols as architecture rather than transport trivia. A later MCP servers for Microsoft agents article covers the tool side, while multi-agent orchestration in Foundry addresses coordination above the protocol layer. The protocol tells two components how to communicate; orchestration still has to decide why they should communicate and what to do when one of them is slow, unavailable, or wrong.

Conversation state and session isolation solve different problems

Agents become operationally difficult when teams treat all “memory” as one thing. Agent conversation state is the durable record needed to continue a multi-turn interaction: messages, tool results, response identifiers, and other state that lets the next turn relate to earlier turns. Agent session isolation is the boundary that prevents one user or workload from seeing or affecting another user’s state. One is continuity; the other is separation.

Microsoft’s hosted-agent model makes that distinction visible. The Responses protocol can manage conversation history around a conversation identifier, while hosted agents have session lifecycle and persistent per-session filesystem state. Standard Foundry setups can place conversations in customer-owned Azure Cosmos DB, files in Azure Storage, and vector data in Azure AI Search. That is useful for ownership and compliance, but it also means the team must understand which state belongs to the platform, which belongs to its application database, and which is merely temporary execution context.

Business state should still live in the system that owns the business fact. An approved transaction, customer entitlement, change ticket, or invoice status should not become authoritative merely because it appears in a conversation. The agent can remember and reason about those facts, but production architecture should be able to reconstruct them from durable systems of record.

AI gateways are a control plane for shared model capacity

As soon as several applications share model deployments, the gateway in front of those models becomes part of the reliability design. API Management for AI gateways can centralize authentication, routing, policy, telemetry, and consumption controls rather than forcing every application team to implement them independently. This becomes especially important when model capacity is finite and a burst from one application can affect everyone else.

Two controls are particularly useful. AI gateway token quotas let API Management limit token throughput or longer-period token consumption by a key such as subscription, caller, or another policy expression. AI gateway semantic caching can reuse sufficiently similar completions, reducing backend calls and latency when the workload is safe for semantic reuse. Both features change system economics, but both need deliberate partitioning so one tenant cannot consume another tenant’s budget or cache entries.

A gateway does not replace application authorization or model safety. It is the shared enforcement point for controls that make sense at the API boundary. Authorization to perform a high-impact business action still belongs close to the action. The same principle appears in API security: the gateway can enforce a strong outer policy, but the application still needs to validate what the request is allowed to do.

Documents and retrieval turn agents into evidence-driven systems

Many enterprise agents are useful only when they can reason over business documents. That pipeline starts before retrieval. Azure AI Document Intelligence Layout extracts document structure such as paragraphs, tables, figures, headings, and sections. Azure AI Document Intelligence Custom Extraction goes further when the application needs labeled business fields from a recurring document family. The choice between them should be driven by the downstream contract, not by a desire to use a “more advanced” model.

Layout is often a better fit when the next stage is search, summarization, or RAG because the system needs reading order and structure rather than a fixed field schema. Custom extraction becomes valuable when downstream code expects specific entities such as an account number, date, policy value, or line-item field. In both cases, source structure affects retrieval quality. An enterprise RAG chunking strategy should preserve enough document semantics that the agent can retrieve evidence without severing a table from its heading or a clause from the section that gives it meaning.

The next layer is retrieval. Later support articles cover Azure AI Search filtered vector search, index projections, vectorizers, and groundedness testing. These topics belong under the same agent architecture because a model that retrieves the wrong evidence is not “mostly correct”; it is operating on the wrong state.

Reliability requires explicit retries, telemetry, and safety boundaries

Agent applications create new failure modes because one user request can fan out into model calls, tools, searches, other agents, and business APIs. Agent retry policies therefore need to distinguish transient failures from terminal ones and to protect operations with side effects from accidental replay. A 429 from model capacity is not the same failure as a 400 caused by an invalid tool input. The first may deserve exponential backoff with jitter; the second usually needs a code or data fix.

Observability has to follow the same chain. AI observability is not only model latency. A useful trace can connect the initiating user, agent version, conversation, model response, tool call, downstream API, and final business outcome. The planned telemetry for production agents article goes deeper into how those layers should be correlated without turning sensitive prompts into permanent logs.

Safety also needs deterministic enforcement around model behavior. Microsoft Foundry includes identity, RBAC, content filters, network controls, and guardrails, but the application still decides what permissions an agent receives and what actions require human confirmation. Responsible AI and content safety at runtime should be treated as a system property, not as a prompt paragraph.

Business value is an engineering metric, not a launch narrative

Agents should be measured against the process they were meant to improve. AI transformation ROI starts with a baseline: time per case, resolution rate, rework, cost, customer outcome, revenue contribution, or another measurable operating result. Without that baseline, a team can report adoption and token consumption while still being unable to explain whether the agent improved the business.

Usage, quality, and value should be read together. A highly used agent that creates rework can destroy value. A high-quality agent that nobody adopts produces little realized impact. A low-cost agent can still be expensive if it shifts hidden review work to employees. The existing AI business value discussion is useful here because scaling should follow evidence rather than enthusiasm.

The mature Microsoft agent program therefore looks less like a collection of chatbots and more like a governed software portfolio. Each agent has a runtime boundary, identity, state model, tool surface, protocol contract, cost model, evaluation method, and business owner. That is the point of this hub: the products matter, but the architecture is what makes them operable.

Microsoft’s agent platform is no longer one product with one runtime.
